Foreign Terrorist Organization
The United States Department of State designates Foreign Terrorist Organizations (FTOs) as groups involved in terrorist activities, with the Secretary of State making the designation in consultation with the Attorney General and the Secretary of the Treasury. The designation process involves a 7-day waiting period after notifying Congress, after which notice is published in the Federal Register and the designation takes effect. FTOs may seek judicial review of the designation and can petition for revocation after 2 years, providing evidence that the circumstances forming the basis for the designation have changed.
